Open dialogue among intellectuals, policymakers and academicians, and responsible borrowing practices crucial to take Punjab out of crisis: Prof. Sucha Singh Gill

The department of Economics of Multani Mal Modi College, Patiala under the aegis of the Innovation Cell, hosted the second lecture in a series on ‘Socio-economic issues of Punjab: present status and a way forward’. The lecture was delivered by the world-renowned economist Prof. Sucha Singh Gill, Director-General (Retd.), CRRID, Chandigarh on the topic ‘Economic crisis in Punjab: How to come out of it?’

Dr. Neeraj Goyal, the college principal, highlighted the role of the intellectual community in raising awareness about societal challenges. He said that, with this commitment, the college has initiated this lecture series that aims at developing critical thinking and understanding of the students on serious issues facing the state and the country.

Prof. Gill emphasized the deep-rooted and multi-dimensional nature (including but not limited to social, economic, political and cultural) of Punjab’s economic crisis, particularly its intimate connection with agriculture. He underscored how this crisis impacts farmers, laborers, and businessmen alike, permeating various social strata. Factors contributing to the crisis and a high rate of farmer suicides include flawed agricultural policies, excessive farmer indebtedness, and populist politics. Prof. Gill proposed solutions encompassing fostering open dialogue among intellectuals, policymakers, and academics, as well as promoting responsible borrowing practices, transitioning away from populist measures, diversifying crops to conserve water, improving marketing infrastructure, and investing in healthcare and education.

Prof. Jagdeep Kaur, Dean (Girls) extended a formal welcome to Prof. Gill in the stage-presence of Dr. Sumeet Kumar, Convener (Innovation Cell). Dr. Maninder Deep Cheema, Assistant Professor (Economics), introduced Prof. Gill’s academic and administrative achievements, research experience and experience with policy making. Dr. Amandeep Kaur, Head (Dept. of Economics) delivered a vote of thanks. The event was smoothly conducted by Ms. Yashana Goyal, a BA-III student. The lecture concluded with an extensive discussion session where students actively engaged with the resource person.

A large number of faculty members from various departments of the college, including Prof. Neena Sareen, Head of the Department of Commerce, and Prof. Varun Jain, Head of the Department of Mathematics, also attended the lecture.

ਬੀਤੇ ਦਿਨੀਂ ਮੁਲਤਾਨੀ ਮੱਲ ਮੋਦੀ ਕਾਲਜ, ਪਟਿਆਲਾ ਦੇ ਅਰਥ ਸ਼ਾਸਤਰ ਵਿਭਾਗ ਅਤੇ ਇਨੋਵੇਸ਼ਨ ਸੈਲ ਦੇ ਸਹਿਯੋਗ ਨਾਲ ਪੰਜਾਬ ਦੇ ਸਮਾਜਿਕ-ਆਰਥਿਕ ਮੁੱਦਿਆਂ ਤੇ ਨਵੇਂ ਵਿਚਾਰਾਂ ਦੀ ਲੈਕਚਰ ਲੜੀ ਤਹਿਤ ਦੂਜਾ ਲੈਕਚਰ ‘ਪੰਜਾਬ ਦਾ ਆਰਥਿਕ ਸੰਕਟ: ਇਸ ਵਿਚੋਂ ਕਿਵੇਂ ਉਭਰਿਆ ਜਾਵੇ?’ ਵਿਸ਼ੇ ਉੱਤੇ ਆਯੋਜਿਤ ਕੀਤਾ ਗਿਆ ਜਿਸ ਵਿਚ ਕਰਿਡ ਸੰਸਥਾ ਦੇ ਰਿਟਾਇਰਡ ਡਾਇਰੈਕਟਰ ਜਨਰਲ ਅਤੇ ਉੱਘੇ ਅਰਥ ਸ਼ਾਸਤਰੀ ਪ੍ਰੋ. ਸੁੱਚਾ ਸਿੰਘ ਗਿੱਲ ਮੁੱਖ ਵਕਤਾ ਵਜੋਂ ਸ਼ਾਮਿਲ ਹੋਏ।

ਕਾਲਜ ਪ੍ਰਿੰਸੀਪਲ ਡਾ. ਨੀਰਜ ਗੋਇਲ ਜੀ ਨੇ ਕਿਹਾ ਕਿ ਸਿੱਖਿਅਤ ਵਰਗ ਦਾ ਇਹ ਫ਼ਰਜ਼ ਹੈ ਕਿ ਉਹ ਸਮਾਜਿਕ ਸੰਕਟਾਂ ਪ੍ਰਤੀ ਆਪਣੀ ਬੌਧਿਕਤਾ ਨਾਲ ਦੂਜਿਆਂ ਨੂੰ ਚੇਤੰਨ ਕਰੇ। ਮੁਲਤਾਨੀ ਮੱਲ ਮੋਦੀ ਕਾਲਜ ਆਪਣੀ ਇਸ ਜ਼ਿੰਮੇਵਾਰੀ ਪ੍ਰਤੀ ਵਚਨਬੱਧ ਹੈ ਜਿਸ ਸਦਕਾ ਹੀ ਇਸ ਲੈਕਚਰ ਲੜੀ ਦੀ ਸ਼ੁਰੂਆਤ ਸੰਭਵ ਹੋ ਸਕੀ। ਉਹਨਾਂ ਇਹ ਆਸ ਪ੍ਰਗਟ ਕੀਤੀ ਕਿ ਅਜਿਹੇ ਗੰਭੀਰ ਮੁੱਦਿਆਂ ’ਤੇ ਹੁੰਦੀ ਮੁੱਲਵਾਨ ਵਿਚਾਰ ਚਰਚਾ ਨਵੀਂ ਪੀੜ੍ਹੀ ਵਿਚ ਪੰਜਾਬ ਤੇ ਰਾਸ਼ਟਰ ਬਾਰੇ ਇਕ ਨਵੀਂ ਅਤੇ ਉਸਾਰੂ ਸਮਝ ਵਿਕਸਿਤ ਕਰੇਗੀ।

ਮੁੱਖ ਵਕਤਾ ਪ੍ਰੋ ਸੁੱਚਾ ਸਿੰਘ ਗਿੱਲ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਦੀ ਆਰਥਿਕਤਾ ਖੇਤੀਬਾੜੀ ਅਧਾਰਿਤ ਹੋਣ ਕਰਕੇ ਆਰਥਿਕ ਸੰਕਟ ਦਾ ਸਿੱਧਾ ਸੰਬੰਧ ਕਿਸਾਨੀ ਨਾਲ ਜਾ ਜੁੜਦਾ ਹੈ। ਉਹਨਾਂ ਖੇਤੀਬਾੜੀ ਨੂੰ ਕਿਸਾਨ ਮਜ਼ਦੂਰ ਤੇ ਵਪਾਰੀ ਵਰਗ ਦੀ ਸਾਂਝੀ ਆਰਥਿਕ-ਸਮਾਜਿਕ ਧਰਾਤਲ ਮੰਨਦਿਆਂ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਦਾ ਖੇਤੀ ਸੰਕਟ ਡੂੰਘਾ ਤੇ ਬਹੁ-ਪਰਤੀ ਹੈ ਜਿਸਨੇ ਸਮੁਚੇ ਸਮਾਜਿਕ ਵਰਗਾਂ ਨੂੰ ਆਰਥਿਕਤਾ ਸਹਿਤ ਰਾਜਨੀਤਕ, ਸਭਿਆਚਾਰਕ ਤੇ ਸਮਾਜਿਕ ਪੱਖ ਤੋਂ ਗੰਭੀਰ ਸੰਕਟ ਨਾਲ ਆਪਣੇ ਕਲਾਵੇ ਵਿਚ ਵਲਿਆ ਹੋਇਆ ਹੈ। ਉਹਨਾਂ ਨੇ ਕਿਸਾਨੀ ਖ਼ੁਦਕੁਸ਼ੀਆਂ ਤੇ ਕਰਜ਼ੇ ਲਈ ਮਾੜੇ ਖੇਤੀ ਮਾਡਲ, ਖੇਤੀ ਨੀਤੀਆਂ ਅਤੇ ਮੁਫ਼ਤ ਸਹੂਲਤਾਂ ਪ੍ਰਦਾਨ ਕਰਨ ਦੀ ਨੀਤੀ ਨੂੰ ਵੀ ਜ਼ਿੰਮੇਵਾਰ ਠਹਿਰਾਇਆ। ਉਹਨਾਂ ਸੰਭਾਵੀ ਹੱਲ ਸਾਂਝੇ ਕਰਦਿਆਂ ਬਜਟ ਵਿਚ ਸਿਖਿਆ, ਸਿਹਤ ਅਤੇ ਖੇਤੀ ਮਾਡਲ ਅਪਨਾਉਣ, ਮੰਡੀਕਰਨ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ, ਨੌਜੁਆਨਾਂ ਨੂੰ ਨੌਕਰੀ ਦੇਣ ਅਤੇ ਸੰਸਥਾਵਾਂ ਦੀ ਖ਼ੁਦਮੁਖਤਿਆਰੀ ਜਿਹੇ ਨੁਕਤਿਆਂ ਦੀ ਗੱਲ ਕੀਤੀ।

ਇਸ ਤੋਂ ਪਹਿਲਾਂ ਡੀਨ ਗਰਲਜ਼ ਡਾ. ਜਗਦੀਪ ਕੌਰ ਨੇ ਜਿੱਥੇ ਮੁੱਖ ਵਕਤਾ ਦਾ ਡਾ. ਸੁਮੀਤ ਕੁਮਾਰ (ਕਨਵੀਨਰ ਇਨੋਵੇਸ਼ਨ ਸੈੱਲ) ਦੀ ਹਾਜ਼ਰੀ ਵਿਚ ਰਸਮੀ ਸੁਆਗਤ ਕੀਤਾ। ਅਰਥ ਸ਼ਾਸਤਰ ਵਿਭਾਗ ਦੇ ਡਾ. ਮਨਿੰਦਰ ਦੀਪ ਚੀਮਾ ਨੇ ਡਾ. ਗਿੱਲ ਦੇ ਅਕਾਦਮਿਕ ਜੀਵਨ, ਪ੍ਰਸ਼ਾਸ਼ਨਿਕ ਜ਼ਿੰਮੇਵਾਰੀਆਂ, ਖੋਜ ਪ੍ਜੈਕਟਾਂ, ਪੰਜਾਬ ਦੀ ਖੇਤੀ ਨੀਤੀ ਸੰਬੰਧੀ ਦਿੱਤੀਆਂ ਮੁੱਲਵਾਨ ਸਲਾਹਾਂ ਜਿਹੇ ਪਾਸਾਰਾਂ ਜਰੀਏ ਉਹਨਾਂ ਦੀ ਵਿਦਿਆਰਥੀਆਂ ਨਾਲ ਜਾਣ-ਪਛਾਣ ਕਰਵਾਈ। ਧੰਨਵਾਦੀ ਸ਼ਬਦ ਅਰਥ ਸ਼ਾਸਤਰ ਵਿਭਾਗ ਦੇ ਮੁਖੀ ਪ੍ਰੋ. ਅਮਨਦੀਪ ਕੌਰ ਜੀ ਨੇ ਕਹੇ। ਬੀ.ਏ. ਭਾਗ ਤੀਜਾ ਦੀ ਵਿਦਿਆਰਥੀ ਯਾਛਨਾ ਗੋਇਲ ਨੇ ਸਟੇਜ ਸਕੱਤਰ ਦਾ ਕਾਰਜ ਬਾਖ਼ੂਬੀ ਨਿਭਾਇਆ। ਭਰਵੀਂ ਗਿਣਤੀ ਵਿਚ ਮੌਜੂਦ ਵਿਦਿਆਰਥੀਆਂ ਵੱਲੋਂ ਸੁਆਲ ਜੁਆਬ ਦੇ ਜਰੀਏ ਵਿਚਾਰ ਚਰਚਾ ਕੀਤੀ ਗਈ। ਇਸ ਮੌਕੇ ਕਾਲਜ ਦੇ ਪ੍ਰੋ. ਨੀਨਾ ਸਰੀਨ (ਮੁਖੀ ਕਾੱਮਰਸ ਵਿਭਾਗ), ਪ੍ਰੋ. ਵਰੁਣ ਜੈਨ (ਮੁਖੀ ਗਣਿਤ ਵਿਭਾਗ) ਅਤੇ ਵੱਖ ਵੱਖ ਵਿਭਾਗਾਂ ਦੇ ਪ੍ਰੋਫ਼ੈਸਰ ਸਾਹਿਬਾਨ ਹਾਜ਼ਰ ਸਨ।
